Are Scam Business to be Punished?

I have seen and read in many forum that so & so company have cheated them for the joining the progra. You pay the money to join the program as that program either advertise on the Internet or in the News paper. You get tempted for the offer they provide in the progra. You make the payment and after some time you find that either the program you have joined for is falsified or the company is fraud they have closed down and run away with the money.
If one study minutely the mode of operation for most of the Scam Program is that they advertise in local advertisement. You will respond to the advertisement. They will call you or send you the emails almost daily and try to prove that their program is the only true program where one can amke money. Second - way - the program will pay some of the people who have joined earlier or if it is Data entry type workbase then they will provide you the work and even your first payment. They will asked you to refer this program to your friends with certain commission if your friends, relative join for it. You will start recommending it to your known people. Just immagine if hundreds of people like you referred thousand of people when they started referral program, how much money they must have collected. One find day they will close the office and run away with money.
There are such many programs on the net like data entry, Home based Call Center, Data posting jobs and many other such programs which will show one the great earning opportunity and once you effect the payment nosign. If you asked for payment then they will prolong to return your money.
Same way there are many Hype, Investment programs on the net has cropped up. They ask for minimum of $1 to maximum $1000 with very attractive plan which will pay one for 1(one) day deposit to 365 days deposit. But after 2 to 3 month, (some have closed down within 15 Days), they closed down their business with excuss like Mr. xyz had taken away the money from their Account.
Other Scam program on the net available are Auto / Manual Surfing programs. This program ask to invest the money in their program with return of 25% to 80% on the Investment, plus extra earning surfing their program daily.
People fall for all such programs and when one by one tells about their money being blocked or not paid commission or money due from investment, it is too late to run after them. Since most of the company are online it is very difficult to ctach them. Even in most of the case Cyber Act also can't also do anything
So be Careful from such Scam programs on the Internet and Market.
